Rev. Phyllis A. Williams is Executive Pastor of Upper Room Church. Pastor Phyllis is charged with the general oversight of all ministries and the day-to-day operations of Upper Room Church. She also serves as a support and sounding board for Pastor Williams, assisting in fulfilling the vision and call of Upper Room Church.
She stands courageously alongside her husband and Senior Pastor, Rev. Dr. Bruce Williams and was licensed into the Gospel Ministry at the Upper Room in December 1995 by Pastor Williams. In 1998, Pastor Phyllis was ordained as an Elder by Bishop Ira F. Butler, Presiding Prelate of the Eastern Atlantic Diocese, Church of the Living God. Her foundation in ministry began at Second Baptist Church (now the Cathedral International) when she was ordained by Bishop Donald Hilliard, Jr. as a deacon and appointed as the coordinator of the Nursery Ministry.
Pastor Phyllis is an energetic visionary “par excellence,” never tiring from fulfilling the call of God on her life. In her capacity as the Executive Pastor, she oversees the operations of the church ministry and global outreach efforts. Her oversight includes the Trustee Board, Deacon Board, Music Ministry, Dance Ministry, Women's Ministry, Intercessory Prayer Ministry and Administrative Team. She also serves as a guest lecturer in the Leadership Training Institute. Pastor Phyllis also serves as the Spiritual Director of the Esther Project, a global women's empowerment movement, where she mentors and motivates women to discover their life purpose through the Essence of Esther Empowerment Circle. In providing spiritual oversight, she provides advice in developing programming, empowerment conferences and global outreach efforts. Pastor Phyllis also empowers pastors wives, women pastors, and women ministers to lead their congregations with passion and purpose. In the past she has lent her leadership to serving as the co-founder and Chief Operating Officer of the Kingdom Empowerment Corporation (KEC). Through KEC, she coordinated and mentored girls in the Kingdom Leadership Academy. Previously, she served as the Public Relations Coordinator for the Eastern Atlantic Diocese of the Church of the Living God. In recognition of her life’s work, The Phyllis A. Williams Elementary and Junior School in Liberia West Africa was named in her honor.
